Background:

The British Embassy is recruiting a full time Learning & Development Officer to commence work from May/June 2011.   This role involves delivering or organising the delivery of appropriate training and other learning and development activities to meet the identified work-based skills gaps of embassy staff, in line with policy.

 Main Duties:

·         Acting as the key ‘contact point’ on any training and learning & development issues
·         Assist line managers in providing advice and assistance to all staff on available training courses and other learning and development opportunities.
·         To maintain Post’s Learning & Development Policy
·         To implement the annual training plan, making amendments to plans as new needs are identified, within budget
·         Deliver in-house training for staff on Objective Setting & Personal Development Plans
·         Identify opportunities for and implement group training locally
·         Oversee maintenance of the Post Induction Pack and delivery of Newcomers’ Briefings
·         Scheduling and chairing meetings of the Training Committee
·         Ensuring a fair course application process is administered allocating places according to identified need/priorities.
·         Liaising with the Regional Training Centre Network and regional TLOs when necessary
·         Keeping Post Management updated on Learning & Development issues as necessary
·         Evaluating Embassy learning and development activities.

Resources Managed:

Central training budget in the region of £20,000 per annum.  

Requirements on competencies and skills:

The successful candidate should be a well organised and motivated individual able to demonstrate qualities in delivering results, customer focus and problem solving and judgement.  The position will also require an ability to work well with others and have strong communication and influencing skills.  Some basic budgetary skills will also be required.

Other requirement/Information:

The successful candidate will be expected to start work as soon as possible.

The post may involve occasional travel within and outside of China.


Key Terms and Conditions of Service

We offer a competitive package, which includes basic salary, good leave entitlement and insurance plan, multi-cultural environment, well-designed training and development opportunities etc. The abated starting salary for this position will depend on the selected candidate’s background, skills and experience and will be based on the British Embassy’s current LEII salary scale. The successful candidate will be employed under locally employed staff conditions within the British Embassy.  Conditioned working hours is 35 hours/week from Monday to Friday.
